An integrated social protection system for Borno and Adamawa
As part of GIZ’s Digital Convergence Initiative technical assistance in Nigeria, our principal consultant led the design of an integrated management information system for social protection in two pilot states, Borno and Adamawa. The work ran from inception and requirements through validation to a working prototype.
One system for two states
Social protection in each state involves a coordination unit, line ministries and programme partners, each holding part of the information needed to plan support and reach the people who need it. The engagement began by agreeing the scope with each state and mapping how that information moves between institutions today.
Defining the requirements with the institutions
Our principal consultant led consultations with 18 institutions to understand what the system needed to do for them. Their input shaped the requirements specification, and a validation workshop brought the institutions together to review and confirm it.
A working prototype
The engagement produced a working prototype of the integrated system, designed to run on openIMIS, the open-source platform for social protection programmes. It brings a shared registry, programme management, grievance handling, planning, oversight and reporting into one place, and supports field work where connectivity is limited.
